How to Request an Offer for a Junk Car in Spokane Valley

A quote request starts with your vehicle's make, model, year, ZIP code, and contact details. If more information is needed, be prepared to explain its mileage, condition, ownership status, and where it is parked. Photos may help clarify damage when requested.

The process is straightforward, but submitting a form is not a commitment to sell:

  1. Share the vehicle details. Identify the car and disclose major problems, missing parts, or anything that could affect collection.
  2. Review the evaluation. ByeCar can review the information and discuss an offer, or ask for more details. Not every vehicle necessarily qualifies.
  3. Clarify the documents. Check the title, registered and legal owners, liens, and any salvage-related requirements.
  4. Agree on the next steps. Before proceeding, confirm the offer, payment method and timing, required signatures, and any collection arrangements.

Do not sign over the vehicle or release possession until the transaction terms and ownership requirements are clear.

Junk, Damaged, and Non-Running Vehicles

ByeCar considers inquiries involving unwanted passenger cars, SUVs, pickups, and vans. Vehicles with a failed engine, transmission problems, collision damage, significant rust, high mileage, or long periods of inactivity can be described for evaluation. The same applies to vehicles with missing components, although their condition may affect eligibility and collection.

A car does not need to run to be worth asking about. However, make clear whether it can roll and steer, whether the keys and wheels are available, and whether a major component such as the engine or transmission has been removed. Disclose flood, fire, frame, or salvage-related issues rather than assuming they will be obvious from a photo.

If you are deciding whether to repair the car, compare a written repair estimate with what the vehicle may be worth after repairs and how long you plan to keep it. Requesting an offer does not require repairing the vehicle first, and it does not guarantee a purchase.

Spokane Valley Rules for Junk and Unlicensed Vehicles

What the city considers a junk vehicle

The Spokane Valley Municipal Code, Chapter 7.05, defines a junk vehicle as meeting at least three of four criteria: it is three or more years old, extensively damaged, apparently inoperable, or worth approximately no more than its scrap value. Age or a single mechanical problem alone does not necessarily meet that definition. The code also regulates certain unlicensed vehicles separately.

Storage and screening on private property

Under SVMC 7.05.040(N), junk or unlicensed vehicles on private property within city limits may constitute a nuisance unless an exception applies. Vehicles completely enclosed in a lawful structure and certain vehicles at authorized businesses are among the exceptions.

For properties zoned R-1, R-2, R-3, or R-4, the published code also allows up to one junk or unlicensed vehicle if completely sight-screened by maintained landscaping, a landscaped berm, or fencing that meets applicable city requirements. A fence does not automatically satisfy the exception: the zoning and the actual screening must qualify.

Repairs, enforcement, and city boundaries

The good-faith repair exception in SVMC 7.05.040(N)(3) concerns a junk vehicle actively being repaired. Evidence may include parts or repair invoices, or a declaration under penalty of perjury, showing work within the 30 days before a notice of violation. The exception allows up to 60 days for repairs, with one additional period of up to 60 days at the city's discretion for good cause. It cannot exceed 120 days, and it applies to one vehicle and one parts vehicle per parcel during any consecutive 12-month period. It is not indefinite storage permission or a blanket exception for every unlicensed vehicle. The city's compliance and enforcement rules govern notices and possible remedies; a violation does not automatically trigger an immediate fine or removal date.

These municipal provisions apply inside the City of Spokane Valley, not automatically in the separate cities of Spokane, Millwood, or Liberty Lake. If you are uncertain about a property's jurisdiction or zoning, use the city's Maps and GIS Valley Viewer before relying on a residential screening exception.

Washington Title and Seller Paperwork

Title, missing documents, and liens

Washington requires the person releasing ownership to properly sign the title or another approved release-of-interest document and give the buyer the title or other accepted evidence of ownership. The Washington Department of Licensing's seller guidance explains the sale process and any applicable odometer disclosure.

If the title is lost, DOL provides an Affidavit of Loss/Release of Interest process for eligible situations. Missing paperwork does not automatically authorize a sale without valid ownership evidence. If a lender or other legal owner is listed, establish the required release of that interest before completing the transaction.

Salvaged or destroyed vehicles

Washington has additional requirements for vehicles declared a total loss or destroyed. DOL describes reporting and title-surrender obligations and the documents used for certain subsequent sales, including a Notice of Cancellation and a notarized bill of sale where applicable. Consult the DOL salvaged-vehicle instructions before assuming an ordinary clean-title transfer is possible. A vehicle classified as salvaged should not be driven or parked on public roads unless it has been legally returned to road use.

Plates and the Report of Sale

Before handing over the vehicle, remove personal belongings and Washington license plates, and retain copies of the transaction documents. Under RCW 46.12.650, the seller must report a sale or other covered transfer, including disposal or transfer to a wrecking yard. DOL must receive the Vehicle Report of Sale within five business days, excluding weekends and applicable holidays. Keep the submission confirmation and the buyer's identifying information. A qualifying dealer may file on the seller's behalf but is not required to; confirm submission if the dealer offers to do so. A Report of Sale does not itself complete the title transfer.

These are the seller's legal responsibilities, not a promise that ByeCar will complete every document or resolve every ownership issue.

Preparing a Vehicle for Collection in Spokane Valley

An offer and a collection arrangement are different steps. Before pickup is discussed, describe where the vehicle is parked and whether the location can be accessed safely. A driveway may be straightforward, while a gated lot, narrow parking space, low garage, sloped surface, or vehicle blocked by other cars may require a different plan.

Explain if the car cannot roll or steer, has locked brakes, lacks keys or wheels, or cannot shift into neutral. If it is on property you do not control, check whether the landlord, business, or lot manager must approve access. If it is on a public street, confirm it can legally remain there while arrangements are being discussed.

Do not attempt to drive an unsafe or inoperable vehicle just to simplify removal. Confirm who will arrange collection, whether equipment is available, whether any charge applies, and the schedule before committing to the transaction.

What Affects an Offer and What to Confirm Before Selling

An offer may reflect the vehicle's make, model, year, mileage, condition, completeness, useful components, and the practical requirements of collection. A damaged but otherwise complete car may be evaluated differently from one with missing wheels or a removed drivetrain. There is no reliable Spokane Valley payout figure that applies to every vehicle, and an advertised amount for someone else's car is not a prediction of yours.

Before accepting, confirm the final amount, any fees or deductions, the payment method and timing, the required ownership documents, and how the vehicle will be collected. ByeCar's published site disclosure says that "cash for junk cars" is marketing language and that payments are typically made by check or wire transfer. Ask what applies to your specific sale rather than assuming physical cash or payment at pickup.

Three checks before the handoff

  • Vehicle mobility: State whether it starts, rolls, and steers, and whether keys and wheels are present.
  • Property access: Explain gates, garage clearance, blocked approaches, and any required permission.
  • Documents and terms: Confirm title or release paperwork, the agreed offer, payment arrangements, and any collection charges.

Spokane Valley Junk-Car Questions

Can I request a quote for a non-running car?

Yes. Describe why it does not run, whether it can roll and steer, whether keys and wheels are available, and how it can be accessed. Submission does not guarantee an offer or collection.

What does Spokane Valley classify as a junk vehicle?

The city code defines a junk vehicle as meeting at least three of four criteria involving age, extensive damage, apparent inoperability, and approximate scrap-only value. Unlicensed vehicles are also addressed separately under the city's nuisance rules. See Chapter 7.05.

Can I keep an unlicensed car behind a fence on private property?

Not automatically. In qualifying R-1 through R-4 zones, one junk or unlicensed vehicle may fall under an exception if it is fully sight-screened as required by city code. Check the actual zoning, screening standards, and any other applicable restrictions using Spokane Valley's maps.

What if I cannot find my Washington vehicle title?

Washington DOL provides a lost-title and release-of-interest process for qualifying situations. The required documents and signatures depend on registered ownership, any legal owner, and the vehicle's status. A missing title does not mean every buyer can lawfully purchase the car without it. See the DOL affidavit guidance.

What must I do with the plates and Report of Sale?

Remove the Washington plates and complete the applicable ownership-release documents. Washington DOL must receive the Vehicle Report of Sale within five business days of the sale or covered disposal. Keep the filing confirmation. If a qualifying dealer offers to file for you, verify that it has been submitted. Filing the report does not itself transfer the title. See Washington's vehicle-sale instructions.

Do I need an emissions certificate to sell my car?

No current Washington emissions-test certificate is required for an ordinary vehicle sale. The statewide program ended January 1, 2020. That change does not remove title requirements or make emissions-equipment tampering legal.

What if my car cannot roll or is in a restricted area?

Describe missing wheels, locked brakes, steering problems, keys, gates, clearance limits, or parking restrictions before discussing collection. Confirm available equipment, access permission, charges, and timing for the particular vehicle.

How are payment and pickup arrangements confirmed?

Review the agreed offer, any deductions, payment method and timing, ownership documents, and collection responsibilities before releasing the car. ByeCar's published disclosure describes check or wire transfer as typical, not a guaranteed method or schedule for every transaction.
