Utah also permits a correctly completed TC-123 to replace the missing Utah title for certain sales to a Utah resident who will title or register the vehicle in Utah. Both Part 1 and Part 2 must be signed by the seller in that situation. Do not assume the exception applies to a particular commercial buyer. If a lender holds the title or it came from another state

A title held by a lender is not simply a lost document. Contact the lender to confirm lien status and the steps for release. Salvage, rebuilt/restored, and non-repairable records
