South Carolina Code Section 56-5-5670(E) provides a narrow alternative for certain transfers directly to a demolisher or secondary metals recycler. It applies only in specified abandonment circumstances or when the owner has a faulty, lost, or destroyed title. The vehicle must be lawfully possessed, at least 12 model years old, have no valid registration plate affixed, and have no engine or otherwise be totally inoperable.

Form 416 and Form 452

SCDMV directs sellers to submit Notice of Vehicle Sold, Form 416. This protects the prior registered owner's record but does not transfer title. When surrendering an active plate after a sale rather than transferring it to another vehicle, SCDMV instructs sellers to complete Form 416, Form 452, and return the plate by mail or at an SCDMV branch. Expired plates do not require surrender. Keep the relevant records.
