Arizona Revised Statutes section 28-2098 allows certain registered scrap metal dealers or licensed automotive recyclers to acquire qualifying vehicles without a paper certificate of title. The law also limits the accepted reasons for missing paper title, requires identification and reporting, and requires payment by check rather than cash. Remove the plate and submit a Sold Notice

According to Arizona MVD's selling instructions, remove your license plate before the buyer takes possession. For a registered vehicle, Arizona Revised Statutes section 28-2058 also requires the former owner to transfer or surrender the plate, or submit an affidavit of plate destruction, within 30 days after the ownership transfer. Submit a Sold Notice as soon as ownership changes and within 10 days. This helps update the vehicle record and protect against certain problems after the transfer. Keep the buyer's details and copies or confirmations of the transfer. Arizona MVD states that odometer disclosure is generally required for model-year 2011 and newer vehicles until the applicable exemption is reached.

Scottsdale Rules for Junked and Inoperable Vehicles

Scottsdale's Code Enforcement guidance includes vehicles that are inoperable, wrecked, dismantled, on blocks, without a current license plate, or have a deflated tire in its abandoned-or-junk-vehicle category. The city says these vehicles, including ones being repaired or restored, must be stored in a fully enclosed, non-visible location. A car cover is not an acceptable substitute.

That distinction matters if your vehicle is sitting in a driveway or visible parking area while you consider selling it. A flat tire or missing current plate can raise a city-code concern even when you still own the vehicle and intend to sell it. Because Arizona MVD instructs sellers to remove the plate before the buyer takes possession, coordinate that step with lawful storage and collection rather than assuming that requesting a quote resolves a code issue.

If there is a code complaint or vehicle-storage concern

Check the actual property location and contact Scottsdale Code Enforcement about any notice or specific restriction. City guidance also addresses auto parts and scrap-metal debris on properties.
